Not necessary for RfV[edit]

RfVs are not discussions so the outcome is not really open to interpretation. Either there are enough citations or there aren't. So this requirement doesn't fit in that case. It should only apply to RfD. —CodeCat 14:30, 18 November 2014 (UTC)Reply
