Borrowed from Classical Persian مطلق العنان (mutlaq-ul'inān, “absolute, authoritarian”), from Arabic مُطْلَق (muṭlaq) (“absolute, unrestrained”) + Arabic العِنَان (al-ʕinān) (“control, rein”).
