Woman clown on a Red Cabbage

I am seeking the underpinnings of a toy image of an old woman in a clown suit with daisy petals around the legs of her black and white striped outfit. She has great tights and shoes, and sits on a large red cabbage! She is about the size of the cabbage. I know my mother recognized her as a character in fiction when I gave it to her for a fun shelf object, but mom has passed and I don't remember the reference.
