Is there any possibility that this is a root more akin to *bʰuH-, in that it mostly appears to show a zero grade, far more than it shows a full or lengthened grade? In that, case the reconstructions of the verb forms ought to be *súHtor ~ *súHn̥tor and *sesúHe ~ *sesuHḗr, no?
