the name "Dewan" was a title given to advisors of any Maharaja in the princely days before the brits. It has nothing to do with being a minister leave alone chief minister! Purely trusted advisors a Dewan had the kings ear and was the most respected and envied member of the court. With the title went lands, wealth, and ofcourse social standing.
