According to the Wikipedia article, that is not the case. According to that same article, the head of government may be answerable to a higher official. --EncycloPetey 17:04, 15 April 2007 (UTC)

• The fact that Mikhail Fradkov has a cabinet doesn't negate the political authority of Vladimir Putin.
• In some countries, such as the United States and Saudi Arabia and Venezuela, the chief of state is the same as the head of government. In almost all cases where the two positions as occupied by different people, then the head of state has the higher authority.
  • In Iran, the presidency is largely a figurehead position. First, the president does not have leeway in cabinet appointments^{the Supreme Leader has some control over appointments to the more sensitive ministries}. Second, the president does not make military and judicial appointments. Third, the president is not constitutionally entrusted with the power of presidential pardon. Fourth, he is not the commander-in-chief, albeit, the Supreme Leader can delegate the command of the military to whomever he chooses including the president. In Syria, Bashar Assad has more political power than Muhammad Naji Etri. Similarly, in North Korea, France, and many other nations, the head of state has more authority. For example, Gough Whitlam was dismissed by the John Kerr (the representative of the head of state) as the head of government.
