Origin and age[edit]

Is this an alteration of an older version "Clever Irish is better than broken English"? Sayings of this kind are found in most places where there's a foreign prestige language alongside a native language. The current form would not be expected in a situation where Irish had no prestige, was learnt by nobody and quickly given up by native speakers.
