It a standard term, much more usual in Spanish than "thousand million" is in English. English likes the word billion, but Spanish is uncomfortable with that and finds it ambiguous and confusing. Mil millones is no more SOP than many other numbers in most languages, including two hundred, fifty-two, осмь на дєсѧтє, dek ok, ten thousand, einundzwanzig, etc. —Stephen (Talk) 07:10, 12 June 2015 (UTC)Reply
