I'll go down m list of thoughts chronologically:

• I'm not a fan of transcribing the rhotic as /ʁ/ rather than /r/ since the underlying phoneme is "some accepted rhotic", not "a voice dorsal fricative".
• There are southern German dialects which realise /ə/ as [e], but they are few in a rather narrow area.
• -ɪçʃe- is most likely a speech error, I could only think of a geographic region where this might be produced by the local dialect (from earlier /-ɪçste-/), but I've never actually heard of such a simplification intervocally. If the standard German is a concern, unlike [e] for /ə/, I think /st/ > /ʃt/ is not considered standard by these speakers or Mangold (who writes the pronunciation book of the Duden). I also don't know if this area actually overlaps with the [e]-area.
• Also, I oppose to /aː/ (instead of /ɑː/) in any but the most structualist transcriptions as I know of no German dialect at all which uses [aː] for anything other than /ar/.
• Lastly, I'm not sure if there's any speaker who contrasts [i̯] and /j/.

So in summary: I have a lot of pet peeves, but the absence of /t/ in the first word seems a genuine mistake and this transcription in total seems erroneous or heavily regiolectal. My preferred transcription would be /nœrtlɪçstə ʃtat itɑːljəns/, but I have a habit of adding southern variations on top as well. Korn [kʰũːɘ̃n] (talk) 13:59, 4 April 2018 (UTC)

Don't have anything to add here, except that I've never heard this silly expression. Looks like you could add any city to the list given enough hand-waving. – Jberkel 23:13, 4 April 2018 (UTC)
