Secondary meaning: A mat used to reserve someone's place. So, a person used as a place mat, is being used to reserve the place ofsome one else. In other words, he/she is deceived into believing that they are fulfilling the role that their position entitles them to, whereas in reality they are simply used as a place-holder for a future appointee.
