The PSA is per definition intended to serve not to change the public interest. A PSA may change the level of awareness or convince people of the importance of a course of action, but those are covered in the rest of the definition. The origin of the term, I believe, is that these are announcements of general importance done in time given by the broadcast station in the public interest (the allotting of which is, or at least used to be, a condition of a broadcast license).--A12n (talk) 02:02, 20 February 2017 (UTC)Reply
