Meaning 'To overtake a vehicle on the wrong side', eg in the UK where one normally drives on the left, overtaking another vehicle to its left hand side would be undertaking. There are several examples found from Googling 'undertaking motorway', including this http://news.bbc.co.uk/1/hi/magazine/3574334.stm "They stay in the same lane, people drive closer together and there's a lot more undertaking [overtaking on inside lanes] than on a linear motorway".
