Quotes are intended to demonstrate how words have actually been used. You can construct Example sentences if you want to give what you consider to be "correct" usage. Modifying punctuation can change the meaning of sentences in surprisingly drastic ways, and, perhaps more dangerously, very subtly - so it shouldn't ever be done. Here's the quote from notwithstanding if you're curious,

Notwithstanding the high resolution of Hawkeye he fully comprehended all the difficulties and danger he was about to incur.

As you may have put together by now, this quote is clearly used to exemplify the usage of the word "notwithstanding." I'll replace the text like you suggest with a construction of my own.
