  1. to cajole, persuade, to make dizzy by means of words
    Ich war ganz belatschert von seinem Gerede.
    I was all dizzy from his talk.
  2. (by extension also) to make dizzy, muzzy (in any fashion), to overwhelm mentally
    Ich war ganz belatschert von der Nachricht.
    I was totally overwhelmed by the news.
