gaggee (plural gaggees)

  1. One who is gagged, or restricted from speaking.

      But he didn't explore why the NHS spends public money on gagging clauses in the first place. It is because the gaggees threatened to blow the whistle on the system, exposing the system conditions that produce the terrible consequences.
