Borrowed from Old Church Slavonic съвѣтьникъ (sŭvětĭnikŭ), from Proto-Slavic *sъvětьnikъ, from *sъvětъ (council) +‎ *-nikъ, from *větъ (talk, agreement). Compare Russian советник (sovetnik), Bulgarian съветник (sǎvetnik), Macedonian советник (sovetnik), Serbo-Croatian savetnik.
