From ສໍ້ (sǭ, “to cheat”) + ລາດ (lāt, “private citizen”) + ບັງ (bang, “to conceal; to hide; to cover; etc”) + ຫຼວງ (lūang, “government; public sector”). Cognate with Thai ฉ้อราษฎร์บังหลวง (chɔ̂ɔ-râat-bang-lǔuang).
