From Old Japanese. First attested in the Nihon Shoki of 720 CE.[1]

Shift from Old Japanese (*kunuga),[1][2] also attested in the Nihon Shoki of 720 CE[1] and itself a compound of (kunu-, country, land, compounding form, not used in isolation) +‎ (-ka, suffix indicating place).[1][2][3] The ka changes to ga as an instance of rendaku (連濁).

The district was formed in 721, and is mentioned in the Man'yōshū poetry collection of 759.[6]
