Third neuter declension follow all neuter nouns that do not change the endings when declining. The genitive singular ending is therefore a null ending. This declension is mostly reserved for nominalized cardinal numerals and nominalized verbs as only a handful of other nouns follow this declension. The accent is always fixed.
