@Atitarev, KoreanQuoter Per Zaliznyak, this has short forms b(2) when an adjective meaning не имеющий возможности спастись, short forms a(1) in the expression обречённый вид, and b(2) as a participle. The expression "обречённый вид" means "a depressed, crestfallen look" (as if doomed). There is no difference in the declension, I think, it refers to this single noun, which is a masculine (short form: обречён, as in the table), otherwise, I don't see why it should have a different or separate declension.
