- The term was coined by Prince Wan Waithayakon (source) before being borrowed into the Khmer language. Moreover, if formed in the Indic way, it would rather be "នីតិបញ្ញត្តិសភា".
- There is also a number of Thai political terms borrowed by Khmer, including:
- ประชาธิปไตย (bprà-chaa-tí-bpà-dtai), รัฐธรรมนูญ (rát-tà-tam-má-nuun), นายกรัฐมนตรี (naa-yók-rát-tà-mon-dtrii), and รัฐสภา (rát-tà-sà-paa), all coined by Prince Wan Waithayakon also (sources 1, 2), borrowed as ប្រជាធិបតេយ្យ (prɑciəthɨppaʼtay), រដ្ឋធម្មនុញ្ញ (rŏət thŏəmmĕəʼnuñ), នាយករដ្ឋមន្ត្រី (niəyŭəkrŏətmŭəntrəy), and រដ្ឋសភា (rŏətthaʼsaʼphiə), respectively.
- รัฐมนตรี (rát-tà-mon-dtrii), coined by King Chulalongkorn and first used in 1894 (Govt Gazette), borrowed as រដ្ឋមន្ត្រី (rŏət mŭəntrəy).
- สภาผู้แทนราษฎร (sà-paa-pûu-tɛɛn-râat-sà-dɔɔn), coined by the People's Party and first used in 1932 (Govt Gazette), borrowed as សភាតំណាងរាស្ត្រ (saʼphiə tɑmnaang riəh).
- พฤฒสภา (prʉ́t-tá-sà-paa), coined and first used in 1946 (source), borrowed as ព្រឹទ្ធសភា (prɨtsaʼphiə).

- Thanks for the info! Yes, sometimes it's the Khmer syntax / word order that is used even in Khmer (modified + modifier), but when I said "well-formed", I meant to say phonetically well-derived from Pali or Sanskrit. Usually, borrowings keep the the sounds of the source language, adapted to the phonology of the host language obviously. For example, "table", "femme fatale", "tsunami" in English, or វេន (vein) in Khmer from Thai เวร (ween, spelt "weer") itself from Khmer វេរ (ve[r]), where the r>n shift is an evidence of a Thai mediation.
- In the case of សភានីតិបញ្ញត្តិ (sɑphiə niitebaññat), it's in fact the coinage that was borrowed, not the phonetic string itself. I don't think we can call that a calque either, as each component are basically cognates of the same source... I don't know if the "desc" template allows for this distinction. In any case, I've updated the Khmer entry accordingly. Thx!
