This term would seem to be from Japanese

I think it highly likely that this term is actually from Japanese.

• 赤 (aka) is the normal Japanese term for 'red'. It is not the normal Chinese term, which is 紅.

• 財政 is the normal Japanese term for public finances (as opposed to private-sector finance, which is 金融.
