According to Wiedenhof's A Grammar of Mandarin, page 50

zhèr [ʈʂəɻ] ‘here’  corresponds to the fnals in zhèi ‘this’ and zhè [ʈʂə] ‘this’, but not to the fnal in zhè [ʈʂɤʌ] ‘this’.  
Zhè’r [ʈʂɤʌɻ]) in the sense of ‘here’ is hypercorrect
