I think this character looks like an phono semantic compound and ideographic compound combo. 殄 means destroy and 食 means eat. Sounds like a taotie (or 'taotei') to me. Therefore, ideographic compound. Shuowen says 殄 means 盡; not sure how that would affect my argument.
