I think so it is a term, and the quotes show it is attested. The remaining question is: it is idiomatic? I think it is. A Cherry Bakewell is not a Bakewell Tart with Cherry flavouring or Cherry Jam or even a Bakewell Tart with a full cherry on top. A Cherry Bakewell has icing and half of a cherry on top.
