According to the appendix of the book, "nobber" means "private security guard hired by Hill residents to patrol their streets and keep out any undesirables". In the same appendix it provides definitions for British words like knickers, lass and lav. So I suspect this definition of "nobber" is also correct, but more cites are needed.
