Isn't the more direct relationship of salute to salutare (to greet, to salute, to hail)? Words used as an everyday greeting like "salve" and "salvete" could easily be survivors of an archaic verb, such as the putative unattested (deprecated template usage) salveo or be some other kind of mutation.
