On these webpages (and many more) the term is used in that sense
However, since the term is often qualified, like “vespa de la movilidad” or “vespa eléctrica de la movilidad”, I am strongly inclined to think that here Spanish vespa is simply a generic term for “scooter”. Look at all the uses on this page. These are not mobility scooters, and I doubt they are all of the Vespa brand.  --Lambiam 22:25, 19 August 2018 (UTC)Reply
