Unusual reading for 崇 in several postal romanizations

What explains these readings? Dialect?

1. 崇陽／崇阳 (Chóngyáng) romanized to Tsungyang (Hubei)
2. 崇義／崇义 (Chóngyì) romanized to Tsungyi (Jiangxi)
3. 崇仁 romanized to Tsungjen (Jiangxi)
4. 崇信 (chóngxìn) romanized to Tsungsin (Gansu)
