Tone of wo cord in Heian period is LL, pointing to a low register. Meanwhile wo 'tail' has a HH accent in Heian kyoto, pointing to a high register (from Nihon Kokugo Daijiten 2 in JapanKnowledge). The two words must have conflated, and accounts for identical accent in modern languages.
